Can a gun dealer return a firearm directly to the seller?

Federal law does not prohibit a receiving gun dealer (FFL) from shipping a firearm directly back to the seller in the case of a dispute/return. According to the BATF:

Firearms shipped to FFLs for repair or any other lawful purpose may be returned to the person from whom received without transferring the firearm through an FFL in the recipient’s State of residence.
